Nurcan Kaya was born in Diyarbakır in 1989. In 2019, he graduated from Girne American University, Faculty of Education, Department of Basic Education, Preschool Teaching. Then, in 2019, he completed his Master's degree in Special Education Teaching at the European University of Lefke and started the Doctorate program in Special Education Teaching at Near East University Atatürk Faculty of Education in the same year (at the thesis stage). In his professional life, he worked as a research assistant at the Faculty of Education of the European University of Lefke between 2019-2021. He has been working as a lecturer at Near East University Special Education Teaching Department since 2021.
