Ali Efdal Özkul was born on 20 June 1972 in Gazimağusa. He graduated from Nicosia Turkish Maarif College (1990). He graduated from the History Department of the Faculty of Letters at Ege University (1991-1995). He completed his graduation thesis with a thesis titled Nicosia's Number 4 Sharia Court Record (H. 1043-1046). He completed his master's degree with a thesis titled Nicosia's Number 17 Sharia Court Record (H. 1157-1161/1744-1748) at the Social Sciences Institute of the same university (1995-1998). He completed his doctoral thesis titled Socio-Economic History of the Island of Cyprus (1726-1750) at the Turkish Studies Institute of Marmara University (1998-2002). He became Assistant Professor in 2004, Associate Professor in 2007 and Professor in 2014.

He has published many national and international books, articles and papers on the social, economic and political history of the island of Cyprus and the history of the Republic of Turkey. In addition to these, he has given In-Service Training Seminars to teachers in the Ministry of National Education, Youth and Sports of the Turkish Republic of Northern Cyprus and to guides in the Ministry of Tourism and Culture at various times.

He is currently a faculty member at the Near East University, as well as the Director of the Atatürk Principles and Revolution History Research Center and the Head of History Teaching and History Departments.
